"Refuse to make up roll"

Frequently refuse to make up delicious small savoury rolls when I can see the rolls and the fillings , thus happens even when not busy . I can't understand it as it's basically turning a customer away , staff tell me they not permitted to open a bag of these small rolls . Does not make any sense ..
